    Profile

    Bryan LeRoy’s practice focuses on representing private and public entities in planning, land use, and other property development matters.  Mr. LeRoy advises clients regarding entitlement strategy and the processing of land use permits, securing approvals for zoning and general plan amendments, and managing environmental concerns and other project impacts.  He regularly works with real estate investors and pension trusts to evaluate the risks of development opportunities prior to acquisition, and he often negotiates development agreements to protect project entitlements and secure redevelopment funds.

    Mr. LeRoy specializes in the application of the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA), including the review and processing of environmental assessments, environmental impact statements/reports, and negative declarations.  He often advises the preparation of environmental documents for large complex projects at the state and federal level, including the scope of the impact analysis, the evaluation of greenhouse gas emissions, the adequacy and enforceability of mitigation measures, and the response to public and agency comments. He has a broad range of land use experience, including residential, commercial, industrial and institutional developments as well as the permitting of regional energy projects involving multiple state and federal agencies.  Mr. LeRoy has represented clients at various levels of city and county government and the State of California, including the California Coastal Commission and the California State Lands Commission. 

    Prior to joining Manatt, Mr. LeRoy practiced with a Southern California law firm specializing in Public Law, land use, and the representation of municipal clients.  In this position he served as City Attorney for the City of Los Alamitos; legal counsel to the Planning Commissions of Dana Point, Lake Forest, and City of Industry; and General Counsel to the Orange County Council of Governments, a joint powers agency made up of 29 cities and 8 special agencies.  In addition, Mr. LeRoy represented a number of cities on telecommunications and cable-related matters.

    Mr. LeRoy also clerked for Judge Carlos Bea in the San Francisco Superior Court. Before attending law school, he was political consultant and campaign manager for Nelson & Lucas Communications and served as Executive Assistant to U.S. Senator John Seymour.
