Kier Wallis is a manager with Manatt Health Solutions (MHS), an interdisciplinary policy and business advisory division of Manatt, Phelps & Phillips, LLP. Ms. Wallis assists public and private organizations in preparing for and responding to federal and state policy changes related to health information exchange and reform. She has particular expertise in the areas of health information technology and exchange, health policy analysis, reform, and project management.
Ms. Wallis has extensive experience assisting states and private organizations with the implementation of federal policies and programs, including large health plans, pharmaceutical manufacturers, state Medicaid agencies, and foundations. She provides strategic advice, policy analysis, and research support to help clients assess policy changes, understand the implications for their businesses and constituents, and develop appropriate and responsive implementation plans.
Ms. Wallis works on a variety of projects involving health information technology and exchange to improve the quality and efficiency of healthcare. She has supported statewide, multistakeholder health information exchange planning efforts, and has assisted with governance, technology, privacy and security, and consumer engagement strategies and implementation. She has also assisted states in developing strategic and operational plans to support statewide health information exchange and the implementation of the Medicare and Medicaid Electronic Health Record (EHR) Incentive Programs.
In addition, Ms. Wallis works closely with foundations, health plans, and pharmaceutical manufacturers to understand, implement, and participate in healthcare reform initiatives. Through her work with foundations, she helped to develop a strategy focused on children's coverage under healthcare reform and has provided technical assistance to states implementing health insurance exchanges. She also monitors and responds to new federal funding opportunities under the Center for Medicare and Medicaid Innovation and the Medicare Shared Savings Program.
Prior to joining MHS, Ms. Wallis served as a project coordinator for the California Regional Health Information Organization, where she managed the Organization's participation in the Health Information Security and Privacy Collaboration (HISPC) project. Ms. Wallis also worked with the Santa Barbara County Care Data Exchange to measure consumer privacy and technology concerns regarding electronic medical records.
